I have seen this Job error message in the Job Processor Queue occuring for the Vault.DWF.Create Job Handler.
"Index (zero based) must be greater than or equal to zero and less than the size of the argument list."
Searching for the file to be processed, it seemed that the DWF file was checked out by a user.
You could try these options.
1) Contact the user and tell them to check the file back in, then re-submit the job
2) Log in as Administrator, remove the reservation on the file, then resubmit the job.
3) Delete the DWF from the Vault, then resubmit the job (This will lose version history)
If the DWF Job then fails, it will probably be for a different reason, such as not being possible to create DWF's for non-tip versions.
